Two rooks or queen?

what is better at the end of a game, two rooks or a queen ?
I think it's two rooks but I'm not sure
I would always consider remaining pawns/pawn structures + king position + piece placements. A queen is useless if there's nothing it can attack. Rooks are useless if they cannot invade together.

Don't think you can judge simply by analyzing the traits of the two parties.
In the end game, I think two rooks are equal to one queen+one pawn (if you play perfectly). In some games, this may not be true but for most of the games, I think this is true. So, two rooks are little more powerful than a queen. Normally, a rook has 5 points and a queen has nine points. So, two rooks(10 points) > a queen (9 points).
Additionally 2 pieces are said to always be worth a bit more than one so 2 rooks would be a bit more than 10
it depends. With the queen you almost every time have the option to force a draw. with rooks it's harder and they always have to be connected.

With a queen you sure are more annoying than two rooks.
It is a question impossible to answer.The position , the pawns , the placement of the pieces ,are all important facts.
Generally speaking , the 2 rooks are better but every position has to be evaluated carefully before a decision to give a queen for 2 rooks been made.
The side with the two rooks needs to have a safe king, open files for the rooks, and pawn targets for the rooks. The side with the queen needs to attack the enemy king.

Neither one is generally "better".

I think i'd take 8pawns over a queen in most positions
