why are most low level chess players utter jerks?

Maybe they are mad at you and want to waste your time? It's their right. Play a shorter time control or choose your opponents more personally, I guess.
@kreitleinn

You are a chess snob. Your opponent is not breaking any rules. He is just playing chess and learning from each game.

At least he is enjoying the game. Isn't that what it's all about? :-))
Start another game, problem solved. playing as anon I usually end up playing multiple games in no time. If you suspect you're playing multiple games with the same dude, try a different time control, but dont get paranoid now :D
General attitudes are no worse on a chess server than on any other game server maybe even slightly better I'd say ;)
If your position is easily winning it shouldn't take to much focus to win. Learning how to convert winning positions is extremely important even if they are easily winning.
Actually I quite like it to give check mate in these kind of situations and wouldnt call it a waste of time. The patterns for checkmate remains overall the same.

In my opinion a jerk is one who quit his browser without resign and leave you there waiting his clock run empty. Personally I wouldnt even care much about the win/loss of the rating points for my profile but it would drive me mad to know he felt lucky when id resigned. Also those kind of people just play me once.
You have a 1400is rating; there is a pretty big chance, that you will also blunder a piece, so why not play on and see, where the game is heading?
"it's a waste of my time for him not to resign and it's a waste of his time to keep playing on."

I would never complain about that because it's good practice for ending a game as fast as possible. I'm grateful when my opponent makes me earn the win.

I recently decided to not resign a game even though I was down a queen. My opponent got careless and it was a stalemate. My new policy should now be "Never resign" however I still resign most of the time.

Never resign in blitz , super blitz and bullet!
As for the new madness , ultrabullet , you don't have the time to press the RESIGN button LOL!!
Having more material than your opponent doesn't mean you are winning even with best play.
In this game for instance my opponent played a combination that won him/her a pawn but failed to see that I was threatening to drop a queen for checkmate at the end of the combination and so I checkmated my opponent at the end of the combination.

Even when you are in a winning position you may not win as you could make a mistake. For instance in this position I was dawn in material but I checkmated my opponent with both rooks as my opponent blundered.

Also, as a low level 1400 player, I know by analysis that even in winning positions, there is a vast difference in getting the perfect mate line in 5-10 moves, and getting mate in 20-40 moves.

Take the opportunity to not just win when in "clearly winning" positions, but try to win with absolute perfection.

BEst of luck.
