Are we sure we have the right people in the board of director of FIDE to combat cheating in chess?

An unrated player playing in a lowest group is a normal thing. There is no conspiracy in here.

I would argue it would make much less sense if they were playing in a group with a higher rating brackets. Imaging them losing all their games there and their result affecting the winner of the group, and a runer-up complaining about the winner getting a "free" point, because their unrated opponent shouldn't have been in that group. This can as equally be considered unfair.

Anyway, as it was suggested above, draft an amendment to the regulations and propose it to FIDE via your national federation or directly.
One way to avoid banditism is to limit the cash prizes of non rated players to zero or to the same amount of the enrollment fee. They would have no incentive to play as there wood be nothing to win.
I like the idea of 23 rated games before being allowed to win cash prizes.

About the FIDE officials: they should be subject to a code of conduct much stricter than the rules for regular chess players. One possibility would be that they cannot win cash prizes at all.
